AT&T LG Optimus G getting an Easter update

AT&T LG Optimus G

A quick heads up for you owners of the AT&T LG Optimus G -- there's a software update rolling out today. As reported in our Optimus G Fourms, you'll still be on Android 4.0.4 (build IMM76L), and you'll now have software version E97011c. Other than that, we can't quite tell you what's changed. 

So the wait continues for some Jelly Bean love for the AT&T Optimus G, but some update is better than no update. 

We've got the updated about screen after the break should you deem it worth a gander.

Detoxification?

As the withdrawal is associated with several physical and psychological symptoms, detoxification is done under the supervision of medical professionals. During the detox process, medical professionals may prescribe low potency drugs in tapering doses to wean you off drug or alcohol. Weaning helps you to cope with the withdrawal symptoms so that you can carry out daily routine activities.

Along with the medications, addicts are evaluated for nutritional status. Nutrients, vitamins and a healthy diet - all of them are the part of detox process.

Behavior Therapy?

Behavioral therapy help patients modify their attitude and behaviors related to drug abuse and increase healthy lifestyle skills and coping skills. They also help in enhancing the effectiveness of the drug. Therapy treatment can be delivered in many different settings:

In-patient addiction treatment- Those who are having severe addiction problem or have a previous history of drug addiction are recommended for in-patient addiction treatment. Here, the patient remains in the rehabilitative centers for at least one month to one year depending upon each case. Each day, patient/user spends 6 to 8 hours of the day in learning coping skills that can be used to reduce the reliance on the drugs/alcohol. Various types of therapeutic activities and therapies are taught to the addict.

Out-patient addiction treatment- Out-patient addiction treatment is recommended for patients, who have strong network of family and friends support, and who have no previous history of drug addiction; it includes a variety of programs for patients who visit a clinic at regular intervals. The therapy includes group or individual counseling. While the individual sessions are important to understand why the addict began using the drug, group sessions help him by relating to other addicts who have gone through the same addiction suffering.

After Care?

As the patient/addict is most vulnerable to relapse during the first few months, continuing care services are designed to monitor the emotional health of the recovering patient.

(AP) ? Serena Williams broke the Key Biscayne women's record for most titles, and Maria Sharapova set a new standard for futility in finals.

Williams swept the final 10 games and earned her sixth championship in the event Saturday by rallying past Sharapova 4-6, 6-3, 6-0 at the Sony Open.

Sharapova completed a career Grand Slam by winning the French Open last year, but she's now 0-5 in Key Biscayne finals. After playing nearly flawless tennis for an hour, she began to miss with her serve, and Williams dominated rallies down the stretch.

Williams faltered only during the trophy ceremony.

"I felt good today," she told the crowd with the smile. "It's so good to be No. 6 now ? I mean, the six-time ? oh, gosh. Thank you."

Williams has won 11 consecutive matches against Sharapova, whose last victory in the rivalry came in 2004.

"Serena played a great match," Sharapova said. "I'm sure we'll be playing a few more times this year."

At 31, the No. 1-ranked Williams became the oldest female champion at Key Biscayne. She won the tournament for the first time since 2008 and surpassed Steffi Graf, a five-time champion.

Williams lives 2 hours up I-95 in Palm Beach Gardens and considers the tournament her home event.

On Sunday, 2009 champion Andy Murray will play first-time Key Biscayne finalist David Ferrer for the men's title.

The women's final began at high noon in sunny, mild weather, and the quality of play matched the conditions in the early going. The aggressive style of both finalists made for slam-bang points, and the occasional long rally had a near-capacity crowd gasping at the ferocity of the strokes.

Sharapova built her lead by keeping Williams on the defensive, and she kissed the line with a winner on consecutive points to break for a 3-2 advantage in the second set.

Then came the turnaround. Williams began to feast on Sharapova's tentative second serve and broke back at love, then took advantage of two double-faults by Sharapova to break again for a 5-3 lead.

Sharapova made 80 percent of her first serves early on but finished at 63. Williams converted all seven break-point chances and had a 35-13 advantage in winners.

"She definitely pushed me, and I definitely look forward to our next matches," Williams said. "It's going to be really fun for the fans and for us and for everyone."

Williams lost only 10 points in the final set and closed out the victory with a service winner, then was hopping, spinning, waving and grinning in jubilation as the crowd roared.

She became the first No. 1-seeded woman to win the title since she was champion nine years ago. She'll remain No. 1 and Sharapova No. 2 next week.

Sharapova also lost the final in 2005, '06, '11 and '12. Williams' other titles came in 2002, '03, '04, '07 and '08.

"It's tough to lose in the final stage, because you work so hard to get there," Sharapova said. "But the more I give myself this opportunity, the better chance I have of winning."

(AP) ? A former Nevada state lawmaker who had been expelled from the Assembly hours earlier led authorities in California on a high-speed freeway chase before he was shocked with a stun gun and arrested on charges including resisting arrest, authorities said Friday.

Steven Brooks, 41, was arrested at about 7 p.m. Thursday on Interstate 15 outside the city of Victorville, after a 15-mile chase that began in Barstow and exceeded speeds of 80 mph, California Highway Patrol Officer Don Spiker said.

Police had responded to a disagreement between Brooks and a tow truck operator called to help Brooks fix a flat tire in Barstow.

"We just know the tow truck driver was uncomfortable enough to call us for assistance," Spiker said. "He said the subject was acting strange."

Barstow Police Chief Albert Ramirez said in a statement that Brooks refused to pay the driver and wouldn't provide him with identification.

Brooks' arrest came after he became the first lawmaker in Nevada history to be expelled from the Legislature.

It disappointed his lawyer, who has been representing Brooks through a series of sometimes bizarre legal and psychological incidents since January, and who had been fighting to keep the two-term Democratic state lawmaker in his elected seat representing a North Las Vegas district.

"We had started to discuss possible next steps," attorney Mitchell Posin said, referring to a conversation he said he had with Brooks after Brooks' expulsion from the Assembly. Colleagues cited safety concerns.

"Next thing I know, I heard about this," Posin said.

Posin said he had no details about the arrest, or about why Brooks was on the interstate in Barstow.

Brooks was arrested near the Stoddard Wells Road exit after leading officers on the chase with a flat tire, authorities said.

A witness, 30-year-old Jennifer Simpson, said she was alerted by police helicopters overhead and saw a red four-door SUV hit what appeared to be spike strips on the freeway and veer to the side of the road.

The driver got out of the vehicle but didn't follow police commands to turn around and put his hands in the air, said Simpson, who lives in an apartment near the interstate in Victorville. The man ran back toward the SUV, chased by a police dog, she said.

Simpson said the driver shut himself in the vehicle before several officers with guns drawn pulled him out. She said she saw at least one officer punch the man several times.

Simpson's husband videotaped the last four minutes of the struggle, in which uniformed officers wrestle the driver to the ground in front of the vehicle and an officer in a tan uniform raises his arms three times in apparent punching motions. The man cannot be seen on the ground.

Kris Reilly, city editor of The Daily Press in Victorville, said he heard police scanner reports of the chase and arrived at the scene with a photographer to see a man in dark clothing on a hospital gurney. He said the man was struggling against wrist and ankle restraints as he was loaded into an ambulance.

"He was yelling something to the effect that, 'These cops are going down!'" Reilly said. "He was yelling quite a bit."

Ramirez released a statement alleging that Brooks choked and hit a police dog with a socket wrench inside the vehicle. The dog, named Buck, was treated by a veterinarian for cuts on the head and leg.

"Brooks continued to resist the officers and not comply with their orders," the Barstow police statement said. "A Taser was utilized on Brooks and after this, handcuffs were applied."

The police report does not describe any police officers being injured and doesn't address whether any officers punched Brooks.

Telephone messages for Ramirez and other Barstow police supervisors weren't immediately returned.

Brooks was examined at Barstow Community Hospital before he was taken to a San Bernardino County jail in Rancho Cucamonga, Calif., police said

Jail records show Brooks was being held on $100,000 bail pending a Tuesday court appearance on four felony charges including resisting a police officer with force, willful harm to a police service dog, felony evading arrest and throwing objects from a vehicle.

Earlier Thursday, Brooks was expelled from the state Assembly by a voice vote following a recommendation from a bipartisan panel that met largely behind closed doors. The seven panel members considered a more than 900-page investigative report produced by a Las Vegas lawyer hired as a special counsel.

A coalition of Nevada media outlets is seeking to have the document made public.

Assembly Majority Leader William Horne, D-Las Vegas, called Brooks "potentially dangerous" and said lawmakers didn't feel safe with him in the building.

"This really saddens me," Horne said Friday, after learning of the arrest. "I hope they get Steven the help he clearly needs before he or someone else is hurt or worse."

The arrest was Brooks' third this year.

He was arrested Jan. 19 after being accused of making threats toward legislative colleagues including Assembly Democratic Speaker Marilyn Kirkpatrick. North Las Vegas police said Brooks had a gun and ammunition in his car when he was arrested, but no charges have been filed.

Brooks was hospitalized for five days for a mental evaluation after Las Vegas police were called Jan. 25 to a dispute at his grandmother's house.

Brooks was sworn in at the Legislature on Feb. 4 before he was arrested again Feb. 10 at his estranged wife's home in Las Vegas after police alleged he threw punches and grabbed for the gun of an officer who responded to a domestic dispute. He faces a court hearing in May in Las Vegas on one felony and three lesser charges.

Brooks was denied the purchase of a gun in northern Nevada last month after he was banished from the Legislature.

Posin said at the time that Brooks posed no real threat to anyone.

During embryonic development, animals generate many different types of cells, each with a distinct function and identity.

"Although the identities of these cells remain stable under normal conditions, some cells can be persuaded to take on new identities, through reprogramming," says Ben Stanger, MD, PhD, assistant professor of Medicine in the Division of Gastroenterology at the Perelman School of Medicine, University of Pennsylvania.

Researchers have been able to reprogram cells experimentally, but few have shown that cells can change their identities under normal physiological conditions in the body, particularly in mammals.

In the cover article of this month's issue of Genes and Development, Stanger, PhD candidate Kilangsungla Yanger, Yiwei Zong, PhD, and their colleagues, did just that in the liver of a mouse. Stanger is also an investigator in the Abramson Family Cancer Research Institute and the Department of Cell and Developmental Biology.

The adult liver contains two major cell types ? hepatocytes and biliary cells ? that differ dramatically in appearance and function. Hepatocytes are the main cell type in the liver, where they synthesize proteins and other macromolecules, and detoxify toxic substances. Biliary cells, on the other hand, line the bile ducts, which carry bile from the liver to the small intestine to help digest fats.

Using a sensitive method to tag and track how cells develop and differentiate, the researchers found that conditional expression of an activated Notch1 gene converted hepatocytes into biliary cells. Notch is an important receptor for relaying signals to tell cells how to develop.

What's more, after the researchers injured liver cells with a variety of toxins to stimulate wound healing, they found that over two to three weeks hepatocytes activated a biliary cell program on their own, acquiring the shape and function of biliary cells. These changes were dependent on the activation of endogenous Notch signaling.

"This is direct evidence that cells can be converted from one mature cell type to another in a live animal, as part of a normal response to injury," says Stanger. "We think that augmenting pre-existing cell reprogramming relationships may be another way to engineer cells for the treatment of diseases in which there are not enough bile ducts, such as cholestasis."

We've been tracking the sun-powered plane known as Solar Impulse for years as it roved hither and yon. Today, Solar Impulse's pilots, Bertrand Piccard and Andre Borschberg, came to NASA's Ames research center to announce their plan to fly across America. The cross-country tour will begin in the Bay Area and end in New York, with stops in Phoenix, Dallas and Washington DC in between. Solar Impulse will also land in either Atlanta, Nashville or St. Louis, with the plane and its pilots set to stay in each locale for about a week to ten days to talk about the project before moving on. For the next month, Piccard and Borschberg will perform test flights around the Bay Area in preparation, and the plan is for the journey to start on May 1st, with an estimated arrival in Gotham sometime in early July.

The point of this new flight is to inspire and educate the public in general of the benefits of renewable energy and efficiency, and to encourage school children and university students in particular to "think off the grid" and innovate and invent on their own. To that end, the pilots will be broadcasting live transmissions and allowing the public to speak with them as they fly, in addition to providing access to flight planning information on the Solar Impulse website. THURSDAY, March 28 (HealthDay News) ? A new round of ads featuring emotionally charged tales of smokers who have suffered the ravages of smoking are on the way, federal health officials announced Thursday.

?Last year?s campaign exceeded our very high expectations, and this year?s campaign continues in that vein of showing the realities of smoking,? Dr. Tom Frieden, director of the U.S. Centers for Disease Control and Prevention, said during a late-morning press conference.

?It takes what we as doctors see day in and day out and draws back the curtain from the examining room and shows the realities smokers live with day in and day out,? he said.

These ads work, Frieden said. ?They save lives and they save money,? he said. ?Today and every day this year, more than 1,200 people will be killed by tobacco, and today and throughout this year 8 million people are living with disease, disability and disfigurement caused by tobacco ? that?s the reality.?

Building on the success of the first ads released last year, the new ads will air on TV and radio and appear on billboards starting April 1 and run for 12 weeks, according to the CDC.

Dr. Jonathan Whiteson, director of the cardiac and pulmonary wellness and rehabilitation program at the Rusk Institute of Rehabilitation Medicine at NYU Langone Medical Center in New York City, said the graphic ads can get current and potential smokers to take note.

?But these campaigns must be followed by comprehensive programs ? and that means government spending ? to help people quit and stay quit,? Whiteson said.

The new ads tell highly emotional stories of real smokers whose lives were changed for the worse by smoking, and also of those who suffered from being exposed to secondhand smoke.

People featured in the ads have a variety of smoking-related conditions, such as chronic obstructive pulmonary disease (COPD), severe adult asthma and complications from diabetes, such as blindness, kidney failure, heart disease and amputation.

In one ad, Tiffany, whose mother died of lung cancer when she was 16, recently quit smoking so her own daughter ? who had just turned 16 ? would not suffer the way she did.

Another ad features Bill, a 40-year-old with diabetes whose smoking led to heart surgery, blindness in one eye, amputation and kidney failure.

Bill offers this tip in the ad: ?Make a list. Put the people you love at the top. Put down your eyes, your legs, your kidneys and your heart. Now cross off all the things you?re OK with losing because you?d rather smoke.?

Then there is COPD sufferer Michael, who agonizes over how to tell his grandson ?he may not be around to share his life much longer.? Another ad features Nathan, who has severe lung damage from being exposed to secondhand smoke at work.

In addition, there is a new ad featuring Terrie Hall, who in previous ads showed what someone with head and neck cancer has to do to ?get ready for the day.? In the new ad, she wishes she had recorded herself before her voice box was removed, so that her grandson could have heard her normal voice.

An antismoking advocacy group praised the decision to run a second round of ads.

?We applaud the CDC and the Obama administration for continuing this national media campaign and for their leadership in the fight against tobacco use,? Matthew Myers, president of the Campaign for Tobacco-Free Kids, said in a statement.

?The CDC?s campaign is a smart investment that will save lives and save money by reducing tobacco-related health care costs, which total $96 billion a year in the United States,? Myers said.

Some people will stop at nothing in their quest to become famous. For Vanessa Sky Ellis, however, the goal isn?t necessarily to become famous herself but rather just be near famous people.

In the season two premiere of TLC's 'My Crazy Obsession,' Ellis discusses her fascination with meeting and taking pictures with celebrities. The Brooklyn native spends about eight hours a day "celebrity-spotting" and estimates that she?s collected over 10,000 pictures with celebrities, counting everyone from Angelina Jolie to Rev. Al Sharpton as her conquests.

"I?ll go after whoever, whenever," Ellis said. "Celebrity-spotting is most important to me. It's more important than having a boyfriend, going to work, then doing anything."

Between stalking famous people in New York City during the day and her late-night gig as a bartender, Ellis doesn?t have much free time, and claims to only sleep about two hours a night.

"Me getting another photo with somebody, that?s me achieving," she explained. "That makes me feel good."

In some cases, Ellis? obsession with famous people has made her somewhat famous in her own right. Her fixation on 'Jersey Shore' star Paul "Pauly D" Delvecchio garnered her some camera time during the show?s final two seasons. Ellis would frequently show up at the Shore Store to watch Delvecchio as he worked, and reportedly even tried to sneak into the show?s season 6 premiere party in New York last October. On her Twitter account, Ellis proudly calls herself "Jersey Shore's Real Pauly D stalker."

In addition to Ellis? tales of celebrity hunting, the premiere episode also features a segment with a woman named Chantal that eats and sleeps with her 19 pet rats. Her obsession has caused her marriage to fail, but Chantal refuses to stop buying rats. Other obsessions featured on the episode include a man who wants to be a merman and a woman who can't stop collecting Raggedy Ann dolls.

The show?s second season premieres Wednesday, April 3, at 10 p.m. ET on TLC.

The FBI says its most viewed public record is a memo from 1950 recounting a strange story someone told an agent about three "flying saucers" that were allegedly recovered in New Mexico.

The so-called?Hottel memo?was first released in the late 1970s under the Freedom of Information Act, but it's been viewed nearly a million times since 2011, when the FBI launched an online database of public records called the Vault.

Dated March 22, 1950, the memo was addressed to FBI Director J. Edgar Hoover and written by Guy Hottel, then head of the Bureau's field office in Washington, D.C. Hottel was reporting what an Air Force investigator said that someone else told him about the crashed saucers.

The following details of the report have perhaps fueled the hopes of those who want to believe: "They [the saucers] were described as being circular in shape with raised centers, approximately 50 feet in diameter. Each one was occupied by three bodies of human shape but only three feet tall, dressed in metallic cloth of a very fine texture. Each body was bandaged in a manner similar to the blackout suits used by speed fliers and test pilots."

For the record, FBI officials said in a statement on Monday (March 25) that the Hottel memo "does not prove the?existence of UFOs; it is simply a second- or third-hand claim that we never investigated."

Bureau officials also say there is no reason to believe that the story has anything to do with the infamous?1947 Roswell crash?in New Mexico.?Hoover did actually order his agents?to verify any?UFO sightings?after the?Roswell incident and until?July 1950. That?the Hottel report was never investigated suggests "our Washington Field Office didn't think enough of that flying saucer story to look into it," the FBI statement says.

(AP) ? Electronic Arts is ramping up the drama with its next "Battlefield" game.

The publisher unveiled gameplay footage from the first-person shooter sequel "Battlefield 4" during a Tuesday event coinciding with the 27th annual Game Developers Conference in San Francisco.

The footage began with a squad of four U.S. soldiers trapped underwater in a sinking vehicle before flashing back to their fire-fight with Russian militants in the wind-swept capital of Azerbaijan, Baku ? beginning in an abandoned school and ending in a crumbling construction site.

The graphics on display during the 17 minutes of footage running on a PC were more photorealistic than previous games in the popular military shoot-'em-up series, hinting at what's to come on Sony's PlayStation 4 and Microsoft's rumored Xbox successor.

"It really represents what's possible with a next-generation experience," said EA Labels president Frank Gibeau.

For the title's single-player campaign, the game makers at Swedish developer DICE took a cue from the popular multiplayer mode of 2011's "Battlefield 3," focusing more on open environments, allowing players tactical freedom and giving them more ways to command squad mates.

"Integrating multiplayer features into the single-player experience was a big step for us," said "Battlefield 4" executive producer Patrick Bach. "We looked at how and why you play multiplayer, what's important to you and your friends, and weave that into single player with that tight squad feeling, and also have that be part of the narrative."

The game will be available later this year for the PlayStation 3, Xbox 360 and PC. It will also likely be released for next-generation consoles, but that wasn't confirmed at Tuesday's event.

The game makers were equally coy if "Battlefield 4" was influenced by the Pentagon's decision earlier this year to lift its long-standing ban on women serving in combat roles. At the end of Tuesday's presentation, a teaser trailer briefly showed what appeared to be a female soldier interacting with the protagonist.

"We like to look at what's happening topically and in culture," said Gibeau. "It inspires us, and we add it to our story."

Judge Judy's son, a DA, embroiled in NY rape case

A suburban district attorney who is the son of TV's "Judge Judy" is being accused of interfering in a child rape case in which the suspect is his personal trainer and recently lived with him.

Putnam County District Attorney Adam Levy has recused himself from the investigation of Alexandru Hossu, but the local sheriff claims Levy is still involved.

"He is apparently trying to influence and affect the investigation, which could be perceived as an ethical violation of his official duties and perhaps even as an attempt to undermine it," Sheriff Donald Smith said.

In a response Monday night, Levy accused the sheriff of making "unfounded allegations and misstatements."

"My office acted properly in every aspect of the investigation," he said.

The question of Levy's involvement in the case has turned into a volley of accusations between the two men, who have clashed publicly before over traffic tickets; Levy also made a veiled criticism of the sheriff's office in a news release recently.

Hossu, 35, was arrested last week on charges that he twice raped a 12-year-old girl in 2010. The sheriff said the victim, now 15, only recently reported being raped. Hossu made a brief appearance in court Tuesday in and is due back May 7. A call to his lawyer was not immediately returned.

In his initial news release, the sheriff gave the defendant's address as Levy's home in Southeast, N.Y., about 50 miles north of New York City. Later, he described Hossu as Levy's "live-in personal trainer."

Levy said the sheriff had made a mistake. The sheriff's office said Monday that Hossu did live at Levy's home, but "the specific dates" have not been determined.

Levy said he recused himself as soon as he learned that Hossu, "who my family had known for years," was under investigation. But the sheriff said an assistant district attorney had already made the recusal decision for Levy, so it "was not really his original idea at all."

Smith said Levy's commenting on the case revealed "ongoing and improper involvement."

"In my view, Mr. Levy's comments and actions would seem to suggest that, if he could have his own way, Mr. Hossu would never have been brought to justice for his crime and Mr. Levy's relationship with him would never have been brought to the light of public scrutiny," the sheriff said.

He said Levy was trying to distract public attention "from what this case is really about: the vicious rape of a little girl by a man whom he housed and hired as his personal fitness trainer."

The sheriff also said Hossu is a Romanian in the country illegally, his work visa having expired 12 years ago. Without mentioning Levy, he said he has requested a federal investigation to determine if anyone illegally "harbored, shielded, aided or abetted" Hossu before or after the alleged rape.

Levy said last week he had no idea of Hossu's immigration status.

Both Levy and Smith are Republicans. It's not clear whether there's any underlying reason for the war of words, though the men battled last year over how to handle traffic tickets. In one of his recent statements, Levy said his office has been trying "to improve the way law enforcement agencies like the Sheriff's Department handled child sexual abuse allegations."

Lucian Chalfen, a spokesman for Westchester District Attorney Janet DiFiore, would not say whether Levy might be questioned during the investigation. But he said, "Our investigation relates to the allegations of the forcible rape."

Judy Sheindlin, who is Levy's mother, a retired New York judge and earns a reported $45 million a year as the wildly popular star of her courtroom TV show, says that's as it should be.

"The sole focus of this story should be the investigation as to whether a young girl was the victim of a very serious crime," she said Tuesday through spokesman Gary Rosen.

The team at Breakfast NY never leaves us hungry when it merges the digital and physical worlds -- and this time it's created something that hits it out of the park for the start of this year's US baseball season. Here at the Major League Baseball Fan Cave in downtown NYC, the team has just unveiled its space program-inspired Mission Control Center. As creative director and co-founder Andrew Zolty explained, "The idea is try and pull in pretty much everything you can possibly imagine that's going on during the 2013 MLB season, and do it in a way that feels reminiscent of NASA's control room: Mission Control."

The 20-foot-long installation houses two sets of 15 small screens (roughly eight inches each), broken up in the middle (one side for the American League teams and the other for the National League teams) by a large LCD and a consumer-grade webcam. Below the screens you'll notice a plethora of switches with LEDs, info lights and a trio of odometers. Both sides feature three rows of five screens, each pertaining to one of the 30 MLB teams and their stadiums. At the flick of a switch, the screens display real-time connected data like recent Foursquare check-ins, weather, Facebook likes and Instagrams, along with team stats and facts and more for each individual stadium at once.

Those smaller screens, by the way, are actually physically modded Android-tablets -- unfortunately, Breakfast wasn't at liberty to tell us exactly which kind they are. Essentially, they are all running custom apps, with support from MLB.TV to pull real-time, live streams from each stadium in the league. In total, we're told that 13 APIs and seven software languages work in conjunction to make up the Control Center. The setup will also allow players visiting the Cave to have live chats with roughly 10 fans at a time who participate from MLB's site (sort of like Google+) -- of course, the chats allow an essentially unlimited number of spectators. Consumer confidence falls in March

(AP) ? Americans are less confident in the economy than they were last month as massive government spending cuts have stoked economic uncertainty.

It's just the latest swing in the way Americans feel about the economy. Their views have fluctuated between optimism and angst over the months as they've weighed an advancing stock market and housing recovery against new economic challenges.

"From my standpoint, we're still in a stalled recovery," says Skip Tamke, a central New Jersey project manager for a computer storage company who lost a job last May that paid twice what he's earning now.

The Conference Board, a New York-based private research group, said Tuesday that its Consumer Confidence Index fell in March to 59.7 from a revised reading of 68 in February and the 68.7 that analysts polled by research firm FactSet expected. Confidence is still far off from the 90 reading that indicates a healthy economy.

The index is closely watched by economists because it makes a monthly gauge of how Americans are feeling about their jobs, incomes and other bread-and-butter issues. That's important because consumer spending accounts for 70 percent of U.S. economic activity.

Anxiety about $85 billion in across-the-board government spending cuts that took effect March 1 caused the decline in the index, the group said. The spending reductions, which were triggered after Congress and the White House failed to resolve a budget impasse, have "created uncertainty regarding the economic outlook," Lynn Franco, the Conference Board's director of economic indicators, said in a statement

Congress and the Obama administration reached a deal on Jan. 1 to prevent income taxes from rising on most Americans. But they allowed a temporary cut in Social Security taxes to expire. For a worker earning $50,000 a year, take-home pay will shrink by about $1,000.

That has a more direct impact on most Americans than the government spending reductions, noted Scott Brown, chief economist at investment firm Raymond James.

The March drop in the confidence index "likely reflects the impact of higher gasoline prices as well as the higher payroll tax," Brown said. Although the payroll tax increase kicked in three months ago, its effect may just now be sinking in for some people, he says.

The Conference Board's survey was conducted from March 1 through March 14. The sharp decline in the March index was caused mainly by a drop in expectations for the economy, though consumers also were more pessimistic regarding current economic conditions, the group said. The number of people anticipating more jobs in the months ahead fell to 12.3 percent from 16.1 percent, while those expecting their incomes to increase slipped to 13.7 percent from 15.8 percent.

Consumers also are again pessimistic about the short-term outlook for the economy, the group said. The proportion of people expecting business conditions to improve over the next six months fell to 14.4 percent from 18 percent a month earlier, while those expecting conditions to worsen rose to 18.3 percent from 16.6 percent.

Chris Christopher, director of consumer economics at IHS Global Insight, said he expects consumer confidence to recover as the "shock value" of the mandated spending cuts wanes. However, "smaller paychecks, depressed consumer mood, and rising (gasoline) prices are not very favorable for elevated levels of discretionary spending," Christopher wrote in a research note.

The decline in consumer confidence comes as Americans are seeing some signs of an improving economy.

Stock prices have roughly doubled since June 2009. And the job market, while still tough, is rebounding. Employers added 236,000 jobs in February, driving the unemployment rate down to 7.7 percent, its lowest level in more than four years. The gains signaled that companies are confident enough in the economy to intensify hiring even in the face of tax increases and government spending cuts.

Americans spent more at retailers in February despite the smaller paychecks, according to a Commerce Department report issued on March 13. Much of the increase in retail sales compared with January reflected higher gasoline prices. But even excluding the volatile categories of gas, autos and building supply stores, so-called core retail sales rose strongly.

The healthier-than-expected numbers prompted some experts to revise their estimates of U.S. economic growth for the January-March quarter. And the Conference Board's measure of the U.S. economy's health over the next six months, reported on Thursday, increased in February from January.

But that says little about the current financial reality for Americans like Tamke, the central New Jersey resident. He says he was out of work for over eight months before he found his current position.

"I know I'm not pumping anything into the economy," he says. "I am barely able to pay my bills."

Packers build through the NFL draft, not free agency

This time of year, he can sympathize with Ted Thompson. Bill Polian's been there, heard that.

When Polian called the shots with the Indianapolis Colts, the pressure to sign free agents ran high each spring. From fans. From the media. From people in house. Rather than cave, he remained steadfast. The NFL draft. His franchise quarterback. That was the emphasis.

So to those around here irritated that general manager Ted Thompson has done zilch through free agency, Polian chuckles.

"Fans in Green Bay should not go crazy," Polian said. "They should applaud Ted."

Polian might be right. He says the Packers' general manager is doing the right thing by emphasizing extensions to Aaron Rodgers, Clay Matthews and B.J. Raji above signing any player from any other team. A rewind look at last year's free-agent class supports Thompson's propensity to tiptoe through March.

Too often, spending backfires - particularly lately.

While some of last year's free agents shouldn't completely be written off quite yet, 2012 exposed more panic signings, more regrets and more disappointments at each position.

This, of course, came one year after the Philadelphia Eagles' unmitigated "Dream Team" disaster.

No, Thompson shouldn't completely be off the hook from critics. One or two cost-efficient signings - a Chris Canty, a Cullen Jenkins, a short-term fix at a position of need - might certainly help. But as far as spending big in general goes, Thompson's restraint keeps the Packers out of trouble. Over a six-year study, Polian determined that 50 percent of free-agent signings panned out. Or, as he put, the same rate as (much) cheaper, smart NFL draft picks.

Last year was full of mistakes and growing regrets in the NFL.

"Without question they were mistakes," Polian said. "And no one recognizes that now as we in the media recklessly report all of these free-agent signings. All of which are, of course, going to change the fortunes of the downtrodden 180 degrees. We even go as far -as stupidly - as to pick off-season winners. That's an oxymoron. That's shame on us. Shame on fans for buying into it."

Begin in the trenches.

San Diego signed Jared Gaither to a four-year, $24.6 million deal (13.5 million guaranteed), and the offensive tackle reportedly milked injuries before landing on injured reserve. One veteran told the San Diego Union-Tribune, "I can't even look him in the eye" after Gaither sat out with a back issue." Gaither made $2.25 million for each game he played in last season. No decision has been made on him yet this off-season. As much as the Chargers might want to release Gaither, it'd also be a $6 million hit. This month, new general manager Tom Telesco said no decision has been made.

Right tackle Eric Winston, who signed a four-year, $22 million deal with Kansas City, was released. Steve Hutchinson signed a three-year, $16 million deal ($6 million guaranteed) with the Tennessee Titans, regressed sharply at 35 years old and retired. One year later, the Titans paid $46.8 million/six years for Andy Levitre. Tampa Bay's Carl Nicks might be a long-term answer, but the 2011 all-pro landed on injured reserve with a toe injury. St. Louis Rams center Scott Wells also finished on IR. After signing at four years, $24 million ($13 million guaranteed), Wells has undergone three surgeries in seven months.
